General Section
A.1 Introduction
Southern Ford Racing, LLC is proud to present The 2008 $ummer Cash
$hootout in Clarksville, TN. The event will take place at the
Clarksville "StormPay.com" Speedway Complex on August 23rd, 2008 (SUBJECT TO CHANGE). The
rules and procedures contained in this guide will explain and govern all
aspects of the heads-up racing classes, and any other event that is
scheduled to take place during this event.
The goal of Southern Ford Racing, LLC is to provide a friendly yet
competitive environment for the diversified car enthusiast crowd that
exists in our local areas. Our events are coordinated and conducted as
professional as possible. These rules are emplaced to ensure that each
participant has a clear guideline of how the event will be conducted and
to ensure that any conflict is resolved fairly for all parties involved.
As a participant it is your responsibility to become familiar with
this guide as it could save you time and money before and throughout the
event.

The schedule of events, order of events, and overall event procedures
may be altered by Track Officials at any time. Please continue to check
for updates and changes, as they will be posted as soon as they are
made.
A.2 Assumption of Risk
Drag racing is a dangerous sport for participants. For the purpose of
these rules, participants will be defined as any persons directly or
indirectly associated with any vehicle that has been permitted to enter
the event site for the purpose of competition, racing, or car show,
including, but not limited to owner, crew, driver, sponsors, family,
and/or any other people involved with said vehicle. In addition, any
person or persons engaged in selling or displaying products will be
defined as participants as well.
Participants may suffer bodily injury, death, loss, or damage to
property during the Summer Cash Shootout event. Participants who enter a
the event are acknowledging that all efforts have been made to make the
site safe and suitable for racing and that they understand and assume
the risks that relate to drag racing events.
Participants must acknowledge that by participating in the events that
they may suffer injury, death, loss, or damage to personal property. The
participants voluntarily assumes the risk of such losses and agrees to
indemnify Southern Ford Racing, LLC, Clarksville "StormPay.com"
Speedway, all event staff, event sponsors, the race track officials, and
other participants and/or officials for such losses and agrees to not
sue such persons for such losses.
All participants are required, as a condition of entering the track, to
sign all required forms, including such releases as determined by the
Clarksville "StormPay.com" Speedway and event procedures. Southern Ford
Racing, LLC makes no representation, or expressed or implied warranties,
that the compliance with the rules and regulations posted in this
rulebook or the safety requirements published by the host track
sanctioning body, will prevent or guarantee against injury or death to
spectators or participants, or damage to personal property. The rules
and conduct guidelines set within this rule guide, and the safety rules
set forth by the tracks sanctioning body are intended solely as the
minimum acceptable standards. Safety is ultimately the responsibility
of the participants of the event.
A.3 Pit Vehicles
Every pit vehicle entering the racing facility must be assigned to; and
the responsibility of; the driver of an entered vehicle in competition
at the Summer Cash Shootout event. The driver of the vehicle responsible
for the pit vehicle will assume full legal responsibility for any damage
to property (or other damages) caused by pit vehicle; whether driver is
operating pit vehicle or not.
• Razors, Motorized or Electric Skateboards, Roller Blades, Roller
Skates, Push Scooters, and other vehicles of this type are STRICTLY
PROHIBITED from the pit or restricted area at all times.
• Operator of pit/support vehicle must be 16 or older and have valid
driver’s license.
• All vehicles are limited to a 10 mph speed limit.
• Pit vehicles will be impounded until after the event is completed for
any infraction of above rules, reckless operation of pit vehicle, or any
“horse play” on pit vehicles. The driver of entered vehicle may be
removed from competition, fined, and/or removed from the complex as a
result of above actions.
Your cooperation with these policies will be greatly appreciated, and
will make for a safer facility and event. All children under the age of
sixteen must be supervised by a parent or guardian at all times while on
the property of the facility.
A.4 Compliance of Rules
Any and all participants entering into this event, agree to be bound by
all rules, regulations, terms and decisions made by the Summer Cash
Shootout Officials. Any and all decisions, whether they are made prior,
during, or after an event are final and may not be made the basis of
litigation toward the Summer Cash Shootout or Southern Ford Racing, LLC
staff and officials.
By entering into the Summer Cash Shootout event all participants hereby
release Southern Ford Racing, LLC, Summer Cash Shootout officials,
Summer Cash Shootout staff, Clarksville "StormPay.com" Speedway,
facility, and race track officials from liability relating to any loss,
costs, damages, death, or injury relating to any decisions, erroneous or
otherwise, or the decisions based on malfunctioning electronic or
mechanical equipment, whether due to negligence or otherwise.
The Event Director, Assistant Event Director, Tech Director, and Race
Director, are the only officials with the authority to disqualify a
participant from the Summer Cash Shootout event for non-compliance of
rules or infractions. Summer Cash Shootout officials may, and will, do
so in the event of any violation relating to the decision, rules, or
regulations of the Summer Cash Shootout or those of the host racetrack.
A.5 Authority of Event Director
The event director will have the final word in all rules,
interpretations of the rules, questions and/or protests. These issues
will be left to the final discretion of the race officials and may be
changed at any time if the situation warrants.
All pre-event questions and concerns should be addressed to
SouthernFordRacing@gmail.com; and an event official will respond as
soon as possible. Comments may also be posted in the Southern Ford
Racing, LLC forums for review.
A.6 Authority for Conduct of Racing
For the purpose of the Summer Cash Shootout rules, the term
“participant” shall include officials, any person possessing or who has
been issued a credential, and any person directly or indirectly
associated with any vehicle that has been permitted to enter an event
site for the purpose of competition, including, but not limited to
owners, drivers, and crewpersons.
Participants at the Summer Cash Shootout event are expected, at all
times, to conduct themselves in a professional and non-disruptive
manner. Any participant who, in the sole and absolute judgment of the
Summer Cash Shootout officials:
• verbally or physically threatens another participant or other person,
• uses vulgar or derogatory language,
• engages in un-sportsman like conduct or conduct detrimental to the
sport of racing,
• or, otherwise creates a condition or circumstance that is unsafe,
unfair, or out of order,
shall have violated the rules &
regulations of the Summer Cash Shootout organization.
A.7 Changes to Rules and Regulations
These rules and regulations may be changed at any time at the Summer
Cash Shootout official’s discretion. Participants may submit a change
request to either the Event Director or the Assistant Event Director
prior to May 31st, 2008. The change request will be reviewed and changes
will be made accordingly. Submission of a change does not mean that a
change will be instituted. It is the participants responsibility to
review this guide prior to the event to double-check the final rules and
procedures.
B: Registration and Tech
Procedures
B.1 Registration Process
The Summer Cash Shootout events will feature day-of registration only
and each competitor must check-in at the registration booth.
• After entering the facility, please locate a pit space. Drag racing
competitors should proceed to the “Drag Racing” parking area as
designated by signs.
• After pitting, proceed to the Summer Cash Shootout registration area,
which will be located near the control tower on the starting line side
of the track.
• At registration, each driver will fill out and present their car &
driver data sheet for processing and receive the necessary forms, tech
card, and tech checklist. Each driver will be asked to read the official
release & waiver assumption of risk and voluntarily execute it at this
time. This absolutely must be done by the driver and failure to comply
with this critical procedure can and will result in a declination of
eligibility.
• At registration, it is the driver’s responsibility to see that any
crew members that will be accompanying the driver’s vehicle and/or
entering any restricted area voluntarily execute the release and waiver.
• Before proceeding to the safety and class tech area, all competitors
must:
• Completely fill out all necessary forms and
paperwork, including tech card.
• Place Summer Cash Shootout-assigned numbers (assigned
during registration) in correct positions on windows.
• When all the forms are completely filled out & numbers placed, proceed
to tech. If you have problems completing any of necessary paperwork,
please inquire at registration.
B.2 Participant Parking
All participant pit parking is based on a first come, first serve basis.
Summer Cash Shootout officials will designate specific pit areas, and
all pit parking must be in an accepted and approved area. Only a single
pit space is allotted per trailer, not according to number of vehicles
in trailer. Trailers without Summer Cash Shootout registered vehicles
are not permitted in pit area. Although an attempt to rope off or save
an extra pit space for a fellow competitor may occur, any competitor on
site prior to the arrival of the competitor expected to arrive may claim
this saved area.
B.3 Driver Eligibility
A competitor is permitted to compete in one class only. A competitor
cannot drive more than one vehicle in the same category. For all
categories of competition, an individual vehicle cannot be used for
multiple entries.
B.4 Tech Inspection
Prior to competition, all cars and drivers must pass the Summer Cash
Shootout technical inspection. This process will be outlined below, but
may be changed at any time at the sole discretion of the Summer Cash
Shootout Tech Director. Prior to inspection each racer is required to
fill out the Summer Cash Shootout Tech Registration form with 100%
accuracy. Any false information on the Summer Cash Shootout Tech Card or
Registration Form is grounds for immediate removal from the event.
During the initial tech procedure, the Summer Cash Shootout staff
reserves the right to inspect any and every portion of the competing
vehicle to ensure rules compliance. Do not enter your vehicle for
competition if you are not prepared to prove the legality and compliance
of your vehicle.
Prior to competition all vehicles and driver equipment must undergo a
technical inspection. However, Summer Cash Shootout makes no
representations, warranties, or assurances that a technical inspection
will:
• detect every problem with a vehicle or a driver’s personal equipment
or clothing;
• detect every problem with rules compliance, or
• prevent injury, death or property damage.
The participant agrees that the participant bears the ultimate
responsibility at all times to ensure the safety of participant’s
vehicle and to ensure that participant complies with all applicable NHRA
Safety Rules & Summer Cash Shootout rules. The participant agrees that
participant is in the best position to know about the construction and
operation of participant’s vehicle, equipment, and clothing, and whether
there has been compliance with all applicable NHRA Safety Rules & Summer
Cash Shootout rules. Non-compliance of NHRA rules will not be grounds
for disqualification, however, participants not meeting any and all
applicable NHRA Safety rules automatically agree to release all
insurance liabilities and furthermore agrees to indemnify Southern Ford
Racing, LLC, Clarksville "StormPay.com" Speedway, all event staff, event
sponsors, the race track officials, and other participants and/or
officials for such losses and agrees to not sue such persons for such
losses.
B.5 Additional Tech and Registration
Information
Competition Numbers
All competitors are required to display their Summer Cash Shootout
assigned number that was given during the registration process.
C: Race Procedures
C.1 Starting System
Drag racing will be conducted using a standard NHRA starting line
system. The field size, ladder type used, tree, & starting procedure
used in each category of Summer Cash Shootout racing is addressed in
each individual section of the class rules & regulations.
C.2 Qualifying
If possible, all competitors will be given three qualifying passes,
weather permitting. In order to be counted as an official qualifying
attempt, all vehicles must self-start on command, self-stage and receive
the start signal, or other alternatives deemed appropriate by the event
director. All qualifying passes must be made within the official
designated qualifying session.
The Summer Cash Shootout Race Director has the option to build a ladder
on as little as one qualifying session if track or weather requires. If
there are no qualifying sessions completed, the Race Director may build
the ladder randomly. In all classes, the vehicle with the quickest
elapsed time will be number 1 qualifier, the 2nd quickest will be the
number 2 qualifier, and so on. In the event of identical qualifying
elapsed times, the vehicle with the faster top speed recorded on the
qualifying runs in question will be awarded the higher qualifying
position.
To be included on the official ladder for eliminations a competitor must
at the very minimum self-start on command, self-stage, and receive the
start signal. No competitor shall be added or included on the official
ladder if they fail to make at least one qualifying session and complete
the minimum requirements as stated above. Should an official qualifying
session be eliminated due to weather or any act of nature, or other
unforeseen occurrence, and a competitor has not staged and received the
start signal, that competitor can be placed on the bottom of the ladder.
Both the True Street and Street Outlaw Classes are qualified on a 32-car
field and in the event that a qualifying session is eliminated due to
weather or any other unforeseen occurrence and a competitor has not
staged and received the start signal that competitor can be placed on
the bottom of the ladder.
During single runs where there is not another competitor on the track to
run against, the lone driver is considered the winner once he stages and
receives the green light.
During eliminations, any driver who has earned a “BYE” run through
position (not an opponent’s breakage beyond the front of staging) may
choose not to make a full pass, but must report to staging when the
round is called, self-start when instructed, stage under the vehicles
power, and take the tree. Once the tree has been activated the driver is
NOT required to make the run.
C.3 Ladders
Both classes will use NHRA Sportsman Ladders. Once qualifying ladders
have been posted, they will not be changed unless the Summer Cash
Shootout Event Director determines there is adequate reason for change.
C.4 Lane Choice
Lane choice is to be self-determined by each pair of competitors during
eliminations. If the competitors cannot agree on lane choice, a Summer
Cash Shootout official will make the lane choice decision with
preference given to associated times and speeds recorded prior by
drivers in question.
C.5 Staging
Rules
Control of the starting line is the sole discretion of the track
starter. Courtesy staging (both pre-stage bulbs lit before any staging
bulb lit) is recommended, however not required in all classes that
utilize the Auto Start System. It will be each driver’s responsibility
to see that they properly stage with their last staging movement being a
forward motion.
Deep staging is permitted, however not necessarily advocated. It is
always the driver’s responsibility to stage the vehicle prior to the
tree being activated. IN ANY EVENT THE DRIVER MUST BE PREPARED TO LEAVE
AS SOON AS THE FINAL STAGE BULB IS LIT.
A competitor with the word DEEP displayed on the window is not
necessarily obligated to DEEP stage. ALL DRIVERS MUST BE PREPARED TO
LEAVE ONCE THE FINAL STAGE BULB IS LIT.
C.6 Disqualifications
Summer Cash Shootout uses NHRA policies with regards to
disqualifications (red-light starts, double red-light starts, crossing
the centerline, etc.) in order to help prevent situations in which both
competitors are disqualified and maximize the chances of declaring a
winner. Please consult the 2008 NHRA Rulebook under General Policies for
more information.
A competitor may not advance to a position in a later round that he did
not actually compete in. In the event a class winner is disqualified for
any reason, the runner-up will be declared the winner if he is certified
as legal. If the runner-up is also disqualified, there will be no winner
or runner-up for that class and no awards or purse will be given for
those positions.
D: Class Regulations
D.1 True Street: This class is made
for the fast street legal car. It is designed to be a friendly, yet
competitive drag racing class that allows for the legal competition of
street drivable vehicles. True Street is a heads-up class for any make
or model vehicle that meet the class regulations. There will be a
street-cruise after registration to further determine qualifications as
a “street car”. The class procedures are as follows:

Cruise
There will be a 20-30 mile, supervised
cruise on city streets prior to competition, limited to those vehicles
that have passed tech inspection. An escort will supervise the cruise in
accordance with local laws and ordinances. Each competitor and crew
will be on their own recognizance during the escort and cruise and bear
the full responsibility of their actions as they would on city streets.
Please be safe and follow all traffic laws during the cruise.
Support Vehicles
Support vehicles (i.e., tow vehicles, crew, etc.) are permitted
optionally on the road tour, but must trail behind the True Street
participants, and the escort, at all times. All support vehicles are
on their own recognizance and must obey all applicable local safety and
traffic laws.
Disqualification / Completion
The cruise is mandatory in the time allotted for competition. Any
vehicle unable to complete the road tour under its on power, within the
allotted time, will be disqualified from racing. Any vehicle that falls
behind the trailing escort will be disqualified.
Cool Down Period / Return Procedures
After the vehicles return from the road tour, they will return directly
to the designated staging lanes for the cool-down period. They may not
change tires. The cool-down period will typically last between 15 to 45
minutes. During this cool down period only, entrants may adjust tire
pressure (add or remove tire pressure), install fresh nitrous bottles,
install ice in their intercooler (only if located in trunk, rear hatch
or rear seat area). A strict CLOSED HOOD policy will be in effect
until a competitor has completed his or her three qualifying passes.
No re-fueling allowed once car leaves on cruise. Engines must remain
turned off during entire cool-down period. External cooling of engine by
any means (cold water, outdoor fans, etc.) prohibited. Any engine
changes, repairs, or adjustments (changing rocker arms, carburetor
adjustments, etc.) prohibited. Changing of tires prohibited. No laptops
in vehicle permitted at any time once the first of the three qualifying
passes is initiated.
Race Format
When called to “load up” in the staging lanes, all True Street
competitors must report to their cars and prepare to make three
qualifying passes in short succession. All hoods and deck lids must
remain secured, as they must remain closed until completion of all three
passes. Vehicles with air-to-water intercoolers may not add ice to
intercooler tank between qualifying passes, even if intercooler tank is
located in interior of vehicle.
Ladder
After all three eighth-mile passes are completed, each racer’s fastest
ET will be to determine the final elimination ladder. On a qualifying
run, if a contestant properly starts, stages and receives the starter’s
signal but breaks to the point the run is not completed, a time of 20
seconds is issued and it is considered a valid qualifying run.
Crew Members
Crew members are not permitted around participating vehicles, in the
staging lanes, or in the burnout area, between rounds of competition.
Qualifying Passes
Tire pressure may be checked in the staging lanes, or between rounds,
and may be lowered. Air may not be added to tires any time during the
qualifying passes. Vehicles are required to make three full passes in
order to be included in the final ladder. All vehicles must run three
passes in the same order as the first pass, any attempt to gain
additional cool down time between rounds will result in
disqualification. The only possible exception to this rule is the use of
a parachute, if required by vehicle speed. One crew member can be placed
in the staging lanes to aid in the re-packing of a parachute, however,
chute must be re-packed in a manner so as not to be disruptive to
competition rounds. There will be a separate staging lane designated for
any vehicle needing to re-pack parachutes. Any vehicle unable to start
under it’s own power will be disqualified. During, and in between,
the qualifying passes, no changes may be made to vehicle other than
lowering air pressure in tires. Fresh nitrous bottles, fuel, and
ice may not be installed / replenished. Vehicles with air-to-water
intercoolers may not add ice to intercooler tank between back-to-back
passes, even if intercooler tank is located in interior of vehicle.
Awards
Once all rounds have been completed, prize money and awards will be
given to the winner of the final elimination round. The purse for this
class is a cash prize of $1,000.
Vehicles Permitted
All cars and trucks will be accepted.
Motorcycles, 4-wheelers, etc. are prohibited.
Power Adders & Powertrain
Any engine, and any number and/or type of
power adders are permitted. Any manual or automatic transmission is
permitted. Any rear end is permitted. Exhaust system with mufflers is
required.
Chassis & Suspension
Stock type chassis and stock type
suspension is required. Coil-over shocks and springs permitted for both
front and rear suspension. Shocks and spring may be re-located. Standard
bolt-on replacement suspension and chassis components are permitted.
Tubular bolt-in front k-members and A-arm kits are permitted.
Street Equipment
In order to compete, all vehicles and/or
drivers are required the following:
1. Valid driver’s license
2. Valid vehicle registration
3. Valid license plate(s). Dealer plates prohibited.
4. Valid insurance “ID” card. Faxes and/or letters from insurance
companies and/or brokers not acceptable.
5. D.O.T. Radials or D.O.T. Slicks on front and rear of vehicle.
Racing slicks are prohibited. (Non-D.O.T. approved “front-runners”
will be permitted as long as they are not on a drive-axle.)
6. Hood is required, may be made of lightweight material. Hood
scoops permitted. Hood/scoop may be liftoff.
7. Any type of passenger windows permitted, but must be
functional – up/down and in working condition.
8. Must have all headlights, taillights, and brake lights and
they must be operational.
9. Must have at least two seats with legal restraints in the
front passenger compartment.
WHEELS
Spindle-mount front wheels prohibited.
D.2 Street Outlaw: This class is a
low regulation, anything goes class designed for the all-out race
vehicle to compete in. The outlaw class is a heads-up, 32-car qualified
field, class for any make or model vehicle, excluding motorcycles,
rail-type and open-body dragsters. There are no street legal
requirements, however standard NHRA safety equipment regulations apply
at the responsibility of the participant. Drivers must posses a valid
driver’s license. Non-compliance of NHRA Safety rules will not be
grounds for disqualification, however, participants not meeting any and
all applicable NHRA Safety rules automatically agree to release all
insurance liabilities and furthermore agrees to indemnify Southern Ford
Racing, LLC, Clarksville "StormPay.com" Speedway, all event staff, event
sponsors, the race track officials, and other participants and/or
officials for such losses and agrees to not sue such persons for such
losses.
Awards
Once all rounds have been completed, the participant that wins the final
round of eliminations will be awarded the cash prize of $1,000.
D.3 Gambler’s Race: The Gambler’s
Race event at Summer Cash Shootout is a 100% payout (from within this
field) class. The race iterations will be held throughout the event and
will be announced over the PA. Anyone wishing to participate must be a
registered participant and will be required to meet the tech
requirements of the Outlaw Class listed above. This event is open to any
vehicle in attendance. This will be a heads-up, no qualification
requirement event. The event will be run following single-elimination
procedures. 1st round buy-backs will be allowed, time permitting. This
race is limited to 20 cars, and must have a minimum of 8 entries to be
run.
D.4 Test and Tune: Open track time
for anyone that is in attendance, so long as they register with track
officials prior to any test and tune sessions. Participants must meet
the tech requirements of the Outlaw Class listed above. There is no
guaranteed number of passes, and the test and tune session will be
the first to be terminated early due to threatening weather or other
circumstances requiring the early completion of the Summer Cash
Shootout.
D.5 Exhibition: There will be an
exhibition class for any participant that has a unique vehicle that may
be entertaining to the crowd. Examples include rail-type dragsters,
alcohol go-carts, etc. This is NOT an open class and all participants
must be registered and approved by the event director before the
exhibition sessions.
D.6 Call Outs:
There will be a "call-out" iteration throughout the event. This is a
time for people to initiate "grudge matches" and settle the grudge in a
legal environment. Participants must be registered with the event staff
BEFORE participating. Grudges must be brought to the attention of the
tower so that it can be announced for all in attendance to witness.
E: Event Procedures and
Policies
E.1 Rain Out Policy & Event Termination
It is the goal of Southern Ford Racing, LLC to complete all events in
the timeliest manner during the event, regardless of weather conditions.
If necessary, events will be completed by running late, or by extending
possibly to another weekend. In the event of race termination or
cancellation no gate fees for driver, car, spectator, or crew will be
refunded under any situation.
Official Rain-Out Date - TBD.
E.2 Refund Policy
Once a competitor has entered the tech process, there will be no refunds
of entry fee. No spectator or crew refunds are issued regardless of
situation.
E.3 Payout Policy
Payouts will be administrated by Southern Ford Racing, LLC at the
completion of the event. No payouts will be mailed, made, or sent after
the completion of the event. Driver must supply complete information as
required by the Summer Cash Shootout registration process to receive any
payouts.
F: Additional Event
Information
F.1 Spectators
Spectators for this event will be defined as anyone that wishes to
attend the event, but not participate. All spectators must park in the
designated spectator parking. Spectators will pay general admission
only. All spectators must sign a release waiving all event staff, track
staff, participants, and other spectators from harm during the event.
All spectators must abide by posted track and Summer Cash Shootout rules
that may apply during the event. The Summer Cash Shootout and track
staff may remove personnel from the event if conduct becomes unruly and
interferes with the conducting of the event.
F.2 Vendors
Vendors for this event will be defined as any person or business wishing
to sell new products to include, but not limited to, services, car
parts, apparel, etc. There will be no food vendors allowed at this
event, as the concessions are provided by the track as part of the
contractual agreement. Vendors must register at the event
registration booth during the event.
F.3 Swap Meet
The swap meet during this event will provide individuals the opportunity
to sell used parts. Swap Meet participants must set up in the designated
swap meet area, which will be defined at the event. Swap Meet
participants must register at the event registration booth during
the event.
F.5 Admission / Entry Fees
General Admission (all persons in attendance) - $10 at the gate, Kids
12 and under are free.
Additional Event Fees
True Street or Street Outlaw - $30
Gambler’s Race - $15
Exhibition - Free (must pay general admission and be approved by event
officials to register as “Exibition Only”)
